Keynote Speakers
RADM Tim McGee
Tim McGee is one of the most capable, broadly knowledgeable and experienced leaders in the area of physical and oceanographic sciences in the US military. His 30-year career began in the US Naval Academy and went on to include taking Command of the Naval Oceanographic Office and the US Commission of Ocean Policy. He has also held the position of Commander of the Naval Meteorology and Oceanography Command and has lead US missions to Iraq.
Tim has demonstrated his leadership abilities and appreciation for technology through his proven track record in the areas of environmental science, climate change, large-scale procurement, and the management of day-today operations. His initiatives have resulted in the delivery of the necessary products and services by the United States.
As a master oceanographer, meteorologist and hydrographer, with hands on surveying and charting experience, Rear Admiral McGee has consistently excelled at identifying and implementing the latest technologies coming out of the industry to deliver the most efficient, effective and accurate environmental products and services in the world.
Tim McGee is President Obama's pick to lead environmental observation and prediction programs at the National Oceanic and Atmospheric Administration.
Nancy Colleton
President, Institute for Global Environmental Strategies
Nancy Colleton is the President of the Institute for Global Environmental Strategies (IGES), a non-profit, 501(c)3 organization located in Arlington, Virginia. She specializes in advancing environmental information capabilities and services-primarily Earth observations-and works to communicate its critical role in responding to global challenges such as climate change. Ms. Colleton also leads the Alliance for Earth Observations-an informal confederation of industry, academic, and nongovernmental organizations that works to ensure the rapid and broad delivery of the timely, comprehensive, and accurate environmental information for improved decision-making.
Jan Scazighino
Consul and Senior Trade Commissioner with the Consulate General of Canada in Miami
Jan Scazighino (pronounced YAHN SCA-tsi-ghee-no) is currently Consul and Senior Trade Commissioner with the Consulate General of Canada in Miami. Jan started his career with Canada's Department of Foreign Affairs and International Trade 17 years ago helping to secure Canada's humanitarian assistance to former Yugoslavia during that country's war in 1993. He served as Vice Consul with the Canadian Consulate General in Shanghai, and Commercial Counsellor the High Commission of Canada in Bridgetown Barbados. Jan has also served as Deputy Director of the Overseas Operations Division of Foreign Affairs in Ottawa, Canada.
John (Jack) H. Dunnigan
Senior Policy Advisor to the Undersecretary of Commerce for Oceans & Atmosphere National Oceanic and Atmospheric Administration
Mr. Dunnigan is Senior Policy Advisor to Dr. Jane Lubchenco, the Undersecretary of Commerce for Oceans & Atmosphere and NOAA Administrator. Before assuming his new position in December, he served as NOAA's Assistant Administrator for Ocean Services and Coastal Zone Management, and was responsible for the overall execution of activities in NOAA's National Ocean Service (NOS). NOS is one of the Nation's premier institutions in marine navigation, operational oceanography and geopositioning, and marine and coastal management and science.
As head of NOS, Mr. Dunnigan also served as the U.S. Representative to the Intergovernmental Oceanographic Commission (IOC), a flag-ship program of UNESCO. The IOC is the United Nations' focal point for ocean sciences and services in collaboration with 136 member countries. Through the IOC and its programs, the U.S. plays an essential role in advancing U.S. ocean interests in global ocean observing system as a component of the Global Earth Observation System.
Mr. Dunnigan previously served as NOAA's Ecosystem Goal Team Lead, responsible for planning, programming and overall coordination across NOAA of its nine ecosystem goal programs. He led NOAA's efforts to move forward in the utilization of ecosystem approaches to management of ocean and coastal resources.
In addition to these responsibilities, Mr. Dunnigan served as Director of NOAA's Office of Sustainable Fisheries, providing national coordination and oversight of the agency's fisheries conservation and management policy and activities.
Mr. Dunnigan has over 20 years of service within NOAA. He served for 11 years as the Executive Director of the Atlantic States Marine Fisheries Commission, building coalitions among member states to develop and implement mutual conservation programs for shared coastal and marine fishery resources. He has served in a leadership role on the staff of the NOAA Office of General Counsel and the New England Fishery Management Council.
